A small rabbit Judy Hopps (Ginnifer Goodwin) who wants to be a member of the Zootopia police force is called carrot by her somewhat fox friend Nick Wilde (Jason Bateman) a fox who becomes her best lead in an investigation. The investigation is to determine what happened to the peaceful predators who are suddenly returning to their primitive activities namely eating the smaller less violent animals.

The story is about two animal folks (they could have been kids) who are determined but somewhat fearful of the world outside their security zone which must be entered to change their lives. Rabbit Hoops wants to leave the carrot farm her parents own but Fox Wilde is not ready to take up change beyond his con-artist world where he has gained very nicely financially.

It's about that up and down place they face as the two unlikely friends search to stop and find out what has caused the change in the predator class animals.

The script is filled with interesting characters, most notably Flash (Raymond S. Persi) the Sloth who takes a day to issue a listing on a license plate, he along with his Sloth girlfriend steal the show from time to time. Also J.K. Simmons blusters as Mayor Lion-heart who works a coverup of the problem facing Zootopia. Equally memorable is the character playing a miniature animal who is the Mister Big from the underworld. Voiced by Maurice LaMarche he resembles The Godfather as he controls certain crime functions in the city.

Even Shakira singing as Gazelle a provocative tall slender horse like character that stands on her two back legs and has a puff of white hair combined over her left eye.

Zootopia works on many levels, the basic story of underdogs coming into their own, mixed with a zoo of interesting comical animals who present themselves with characteristics of humans and attempt to solve their problems.
