Despite the outrageous premise of Neighbors it does generate lots of laughter. Unfortunately, the humor is so tasteless it's almost impossible not to laugh. A frat house in a middle class neighborhood partying loudly every night would never be allowed to happen. This is where the dumb factor kicks into overdrive.
Seth Rogen  and Rose Byrne ( Mac and Kelly Radner) try to convince frat president Zac Efron (Teddy Sanders) to keep the noise level down.   After a few childish attempts at appeasing them, the Radners call the police. Soon, all out war begins between the frat and the Radner family. This goes back and forth throughout the film, with each side believing they were victorious.
Neighbors, like We're The Millers is just so ridiculous we are forced to laugh.

This is not intelligent comedy like its precursor Animal House, but audiences will be lining up to view the dumbness in all of its glory.
